The Non-competitive local licensing (NCLL) provides a simple licensing approach to allow small operators and businesses easy access to 5G wireless services and beyond. The NCLL process enables a licence applicant to only apply for their specific area of interest.

Create a web profile
A web profile is required in order to use the NCLL Services on SMS Online. Please see How to create a Web Profile if you require guidance. You will receive an email message when the Web Profile has been approved or if additional information is required. You will then be able to access your Web Profile by simply logging-in with the user name and password created upon registering.
Non-competitive local licensing (NCLL) portal
The NCLL portal allows users to apply for a licence, pay invoices and manage the licence compliance. A web profile is required to access the NCLL Portal. See section above if you need to create a web profile.
Requesting additional NCLL 3900 MHz spectrum:
Licensees who currently hold 20 MHz of NCLL 3900 MHz spectrum and meet the eligibility criteria for an increased limit may request up to 80 MHz.
Non-competitive local licensing (NCLL) spectrum browser
The NCLL spectrum browser is an online tool that allows you to search for existing NCL licences and other radio services in your desired areas. This spectrum browser can be a valuable tool for planning and can also generate your coordinates in well-known text WKT format, which can be easily copied directly into the licence application form.

Please note that the NCLL spectrum browser may not accurately show areas that are unavailable for licensing, as it does not include real-time information about applications that are still under evaluation or details about generic earth stations in the Fixed Satellite Service. For the latter, ISED intends to add that functionality in a future version of the browser. Meanwhile, please check the Satellite Spectrum Licence Site Data Extract.
