Application form for obtaining a developmental licence — Letter of Intent

The letter of intent is not to be used for earth/space stations. For more information, refer to How to apply for a developmental spectrum licence.

Notes for applicants!

  1. This Letter of Intent sets out the standard information that is required for obtaining authorization to test/trial wireless technology/services in Canada. ISED may seek further information or clarification from the applicant at any point throughout the application process or authorization period.
  2. Once you have completed the form, click Submit at the bottom of the page. The form will be directed to the appropriate ISED district office based on the applicant’s address.
  3. The fee for a developmental radio licence can be found on the Spectrum and telecommunications fees webpage as item 4 of Table 1.
  4. The fee for a developmental spectrum licence will not be applied until it has been established through a future fee review process. In order to obtain a developmental spectrum licence, the applicant must demonstrate that the nature of the testing concerns high-density, low-powered systems across a specified area.
  5. For general inquiries related to the process for obtaining a developmental radio licence, contact your local ISED district office. For spectrum licences, please send your request to spectrumoperations-operationsduspectre@ised-isde.gc.ca.

30. If your test requires the construction of a tower, please reference CPC 2-0-03, Radiocommunication and Broadcasting Antenna Systems to ensure you are compliant with the rules and regulations.

 

Submitting your Letter of Intent


31. I understand that any developmental licence issued will be subject to such terms and conditions as may be set by the Minister of Innovation, Science and Economic Development under the Radiocommunication Act.

I understand that any such developmental licence will be of a temporary nature only and will not convey the issuance of a full authorization, an entitlement to its renewal, or the continued use of radio spectrum.
