GPAI Belgrade Ministerial Declaration

4 December 2024 – Belgrade, Serbia

We, the ministers and representatives of the Global Partnership on Artificial Intelligence (GPAI), met in Belgrade, Serbia on 3-4 December 2024, for the GPAI Summit, under the leadership of Serbia and the Slovak Republic as GPAI Co-Chairs;

Reaffirming our shared core values and principles, notably the preservation of individual liberty, values of democracy, the rule of law and the protection of human rights;

Recalling the ministerial outcomes of previous GPAl summits, most recently the 2024 New Delhi GPAI Declaration that announced a renewed vision for GPAI through an integrated partnership with the OECD bringing together all current OECD members and GPAI countries on equal footing, under the GPAI brand and based on the OECD Recommendation on Artificial Intelligence (OECD AI Principles), recognising its importance for promoting the use of artificial intelligence (AI) that is innovative and trustworthy and that respects human rights and democratic values;

Confirming that the official name of the initiative for the future is the GPAI, to remove any ongoing uncertainty;

Commending the noteworthy progress and achievements under the leadership of India (2024 GPAI Lead Chair) and the Slovak Republic (2024 Chair of the OECD's Working Party on AI Governance) to strengthen GPAI as a unique, diverse and inclusive multistakeholder initiative, and supporting Serbia (2025 GPAI co-Chair) in their continued effort to drive consensus on its new model, supported by the Expert Support Centres and the GPAI Expert Community, in collaboration and convergence with the work of the OECD;

Recognising the foundational achievements of GPAI and the OECD on AI to date and their leadership in identifying best practices, conducting technical analysis and developing international, evidence-based and consensus-based AI policy;

Recognising the transformative potential of AI to help address the world's most pressing challenges and foster sustainable development;

Recognising existing AI and other digital divides between and within developed and developing countries and the need to narrow these disparities;

Considering that seizing the opportunities and mitigating the risks across the AI system lifecycle is of critical interest to GPAI, and that international cooperation and the involvement of all stakeholders is beneficial for effective governance;

Taking note of the ongoing international discussions and initiatives to address the rapid pace of AI development and the opportunities and challenges it presents, with multi-stakeholder efforts spanning global, regional and national levels

Committing to build on the foundation of the OECD AI Principles and the work of GPAI in coordination with stakeholders across all sectors and continents to support and promote the safe, secure and trustworthy development and use of AI technologies across the AI system lifecycle that are human-centric, ethical, rights-respecting and inclusive:

Affirm GPAI's continued commitment to advance ongoing and future evidence-based analysis and development of best practices on key topics, such as employment and labour; data governance, protection and privacy; intellectual property; risk identification and mitigation; environmental impacts; sustainable agriculture; biotechnology; and strategies to bridge global AI divides in the areas of infrastructure, data, resources, inclusiveness and equality, gender and eliminating barriers faced by persons with disabilities;

Call upon all stakeholders – governments and policymakers, international and regional organisations, private enterprises regardless of their size, academic institutions, technical communities, trade and labour unions and civil society – to engage with us in advancing the vision articulated in this Declaration, embracing AI technologies as a catalyst for economic and social development while mitigating its associated risks, ensuring it benefits people and planet;

Support the public dissemination of information on GPAI's work to ensure that all nations can benefit from the work and advancements of GPAI, thereby enabling the global community to leverage its findings and progress for the well-being of their populations. In this regard, we acknowledge India's efforts to foster enhanced Member-Expert collaboration and increase the visibility of GPAI, including through the GPAI virtual convenings;

Look forward to welcoming new members, including developing and emerging economies, to GPAI and to reinforcing our collaboration with non-members, other international organisations, and stakeholders, to ensure the representation of a broad range of expertise and of national and regional perspectives with a shared commitment to the OECD AI Principles;

Acknowledge the efforts underway in preparation for the AI Action Summit scheduled for 10-11 February 2025 in Paris, France, and look forward to meeting and contributing to this event and other relevant international fora; AFFIRM our commitment to continue engaging in constructive dialogue through the GPAI to achieve our shared vision, in which the sciences also play a critical role in responding to the complex challenges of our time and are important for social and economic development that leaves no one behind and that promotes peace, safety and sustainable development;

Look forward to continuing this conversation in 2025 under the leadership of Serbia and the Slovak Republic, committing to meet again as this grouping in Bratislava, Slovak Republic.
